President H.E William S. Ruto, PhD., CGH, delivered the message during the 149th Pass-Out Parade at the National Police College, Kiganjo, reminding the new officers that security and freedom must go hand in hand.

He also reminded them: "The authority of the police must be exercised lawfully, professionally and with respect to the life and dignity of every person."
